The 5 questions

3 decide borrowing. 2 are advisory only.

Form 1: borrowing, 2027–2030

A Yes lets council borrow up to the amount without another vote. City

Q1 Β· $292M
Streets. Bridges $154M, including Granville and Cambie. Roads and sidewalks $92M. Signals and street lights $46M.
Q2 Β· $438M
Community. Centres, pools, rinks, libraries, childcare $338M. Fire halls, service yards, civic theatres $100M.
Q3 Β· $60M
Parks. Seawall, paths, playgrounds, playing fields, sport courts.

Form 2: advisory

The form opens with this line: "Vancouver has experienced unprecedented levels of street disorder, open-air hard drug use, and disruption to community safety and individual health."

Q4
Are you in favour of the City of Vancouver strengthening its laws to forbid open-air hard drug (Heroin, Meth, Fentanyl, and Crack) use in public spaces?
Q5
Should the City of Vancouver formally ask the Province of BC to convert portions of the old St. Paul's Hospital, or another similar site, into a secure medical facility that provides acute voluntary and 100-plus involuntary care beds for individuals posing a serious risk to themselves or others due to severe substance use and mental health disorders?
Neither answer changes a law. ABC proposed both questions, and council added them on August 14. Supporters say a Yes gives the next council a mandate to pass bylaws and press the Province. Public hard-drug use is already illegal. Q5 asks the Province to act. City Daily Hive Tyee
